On 8 December President Bako Sahakyan signed a decree appointing Masis Mayilyan Ambassador at large conferring him the diplomatic rank of Ambassador Extraordinary and Plenipotentiary of the Nagorno Karabakh Republic, NKR President’s Press Office reports.
