Artsakh’s Defense Minister Jalal Harutyunyan has been conferred the military rank of lieutenant-general.
“Today, upon my decree, Minister of Defense of the Republic of Artsakh, Commander of the Defense Army, Major-General Jalal Harutyunyan was conferred the military rank of Lieutenant-General,” Artsakh’s President Arayik Harutyunyan said in a Facebook post.
