Armenia may publish draft of new Constitution in coming weeks, Justice Minister says

Armenian Minister of Justice Srbuhi Galyan has announced that the government is discussing the timeline for publishing the draft text of a new Constitution, which could be presented to the public within the coming weeks.

Speaking to journalists, Galyan said that the issue was discussed during a meeting of the ruling Civil Contract party’s board. According to the minister, the discussion focused on the possible publication of the new constitutional text.

“We are waiting for opinions from our partners. It will take approximately one to two weeks to collect and consolidate them. After that, we will hold one or two more discussions and decide whether we are ready to publish the text or not,” Galyan said.

She noted that the draft Constitution has not yet been made public because it is not fully finalized and because the decision is not made by a single individual.

“We decided not to publish it, so we did not publish it. If we decide to publish it, we will do so,” the minister said.

Responding to remarks that the ruling party, with its 61 parliamentary seats, does not have enough votes to independently pass constitutional amendments, Galyan said the situation has not changed.

“Even today, the government does not have a constitutional majority. However, changing the Constitution has been part of our political agenda since the revolution, and we are ready to carry out that commitment. The publication of the new constitutional text and public discussions around it are part of that commitment,” she stated.

According to Galyan, the next steps in the constitutional reform process will depend on public demand and the positions of political forces.
