According to a decree signed by President of the Artsakh Republic Arayik Harutyunyan, Vitaly Balasanyan has been appointed Secretary of the Security Council of the Republic of Artsakh.
On the occasion of the appointment, President Harutyunyan received Vitaly Balasanyan. The ways of overcoming the current situation and issues related to the internal and external security of the Republic were discussed.
