
The Council of Europe’s Group of States against Corruption (GRECO) has acknowledged Armenia’s progress in implementing anti-corruption reforms while urging the country to complete work on a number of key recommendations.
In its Fifth Round First Compliance Report, published on July 16, GRECO assessed Armenia’s implementation of recommendations aimed at preventing corruption and promoting integrity in central government and law enforcement agencies.
The report concludes that Armenia has fully implemented five of the 22 recommendations, while the remaining 17 have been partly implemented. No recommendation was found to be unimplemented.
GRECO welcomed a number of reforms, including stronger integrity rules for unpaid government advisers, the adoption of a Code of Conduct for senior public officials, enhanced anti-corruption measures within the police, and the launch of mandatory ethics training and integrity checks for law enforcement personnel. It also praised efforts to improve civil society participation in decision-making and increase transparency in public administration.
At the same time, GRECO called on Armenia to continue strengthening oversight and enforcement mechanisms. The report highlights the need to complete legislative reforms on lobbying transparency, post-employment restrictions for senior officials, access to public information, conflict-of-interest management, and disciplinary measures for breaches of integrity rules.
GRECO also encouraged Armenia to further increase women’s representation in the police, particularly in leadership positions, and to continue enhancing the resources and capacity of anti-corruption institutions.
Under GRECO’s compliance procedure, Armenia is expected to submit a new progress report within 18 months on the implementation of the outstanding recommendations.
