Armenian Government approves cashback scheme for cashless payments via ARCA system

The Government of Armenia has approved a measure and procedure to provide cashback incentives for cashless payments made by individuals through the ARCA payment system operated by Armenian Card CJSC.

The initiative aims to strengthen state–private sector social and economic cooperation and further reinforce Armenia’s cashless payment infrastructure. It also seeks to create mutually beneficial conditions for participants by offering financial returns on eligible non-cash transactions.

Under the approved decision, cashback payments will be calculated and disbursed from February 2026 through January 2027, inclusive, based on the volume of cashless transactions conducted in the preceding month. The cashback rate is set at 2 percent of the transaction amount.

Of this total, 1 percent will be financed by Armenian Card CJSC, while the remaining 1 percent will be covered by the state. In addition, the income tax arising from the portion allocated by Armenian Card CJSC will also be paid from the state budget. According to the decision, cashback for transactions conducted in December 2026 will be calculated and paid in January 2027.

Prime Minister Nikol Pashinyan welcomed the decision, emphasizing its importance and noting that the system will continue to be improved over time.
