
On September 30, 2025, Anti-Corruption Court of Appeal upheld the verdict of the Yerevan Court of General Jurisdiction regarding former Justice Minister Hrayr Tovmasyan.
According to the Prosecutor’s Office, Tovmasyan was found guilty under Article 308, Part 1, of the Criminal Code of Armenia (adopted on April 18, 2003), relating to abuse of official powers during his tenure as Minister of Justice.
The Yerevan Court of General Jurisdiction had earlier, on September 20, 2024, ruled that Tovmasyan was guilty on two counts of abuse of official authority. However, he was released from criminal liability due to the statute of limitations, which had expired in 2019.
The Prosecutor’s Office appealed the decision, requesting a requalification of the charges and reconsideration of the application of the statute of limitations. Tovmasyan’s lawyers also filed appeals, demanding his acquittal.
On September 30, 2025, the Court of Appeal dismissed all appeals and upheld the original verdict.
Note: Under Armenian law, a person accused of a crime is considered innocent until proven guilty by a court’s final judgment.
