Artsakh’s Parliament voted 25 to 0 with 1 abstention to adopt the draft Constitution at first reading.
The amendments to the Constitution have been developed by the staff of the President of Artsakh.
It is proposed to establish a semi-presidential model of government instead of the current presidential one.
The change is justified by the need for flexibility to respond to challenges in emergency situations.
