Pursuant to Article 93, Clause 4, Article 94, Part 3 of the Constitution of the Artsakh Republic, Artsakh’s president Arayik HArutyunyan has signed a decree according to which Lieutenant-General Jalal Harutyunyan was relieved of the post of Minister of Defense – Commander of the Defense Army.
By another decree, Major-General Mikael Arzumanyan was appointed Minister of Defense of the Artsakh Republic – Commander of the Defense Army, nd was conferred the military rank of Lieutenant General.
“The decision to release Jalal Harutyunyan is imperative at the moment, due to the wound he received in the military positions these days, and should should not be a reason for comments,” Arayik Haruttyunyan said.
He wished Jalal Harutyunyan a speedy recovery and voiced confidence that he would return to serve his homeland very soon.
I am sure that Mikael Arzumanyan realizes the degree of responsibility in his new position, he will spare no effort and energy to justify that trust.
